Case Details: On 07/12/2006 at approximately 20:30, a call was received by Galena County Police Department from a concerned citizen, Ms. Susan Thompson, the foster mother of Elodine Blanc. Ms. Thompson informed the police that Elodine had not returned home from her nightly walk and was unresponsive to her calls. Ms. Thompson expressed concern that Elodine had been going to the abandoned Retro Rail Theme Park, which is private property and has been closed for the public for several years.
Officer Aaron White and Officer Charlotte Taylor were dispatched to investigate. Upon arriving at Retro Rail Theme Park at 21:00, the officers found Elodine sitting on a bench near the entrance, visibly angry and distraught. They approached her, and Elodine immediately grew agitated upon seeing the officers, swearing loudly and demanding they leave her alone.
The officers attempted to de-escalate the situation, but had no success. Elodine made multiple statements that she was just a paychek for Ms Thompson and did not want to return to the home. Eventually, Officer Taylor informed Elodine that she was trespassing on private property and needed to leave the area. This prompted a refusal and a final warning was given.
As Officer White went to detain Elodine, she began scratching at his face and drawing blood. Officer Taylor attempted to intervene, but Elodine continued to struggle by kicking.
Backup units were called, and Elodine was arrested and escorted off the property. She displayed a high level of violent resistance during the arrest. Elodine was transported to the station and booked on charges of trespassing and assault of a civil servant. There were no further incidents on arriving to the juvenile facility.
Evidence Submitted: Officer Aaron White's body camera footage, photographs of the crime scene and officers' injuries, medical records from the officers injured.

Recommendations: It is recommended that Elodine Blanc be evaluated by a mental health professional since she showed clear signs of anger and resistance against authority. Further educational and vocational resources could be valuable to provide proper support and contain any potential criminal tendencies. Anger management courses may prove beneficial towards rehabilitation.
Officer's Notes: This incident shows a concerning level of violent behavior by Elodine and is not the first time we’ve informed her she can not return to Retro Rail.
